WATERWORKS RATE POLICY

The waterworks rates were adopted by Bylaw 2021-04, April 1st, 2021 and approved by the Saskatchewan Municipal Board Local Government Committee August 5, 2021

Schedule “A” to 2021-04 Bylaw identifies the water and sewer rates currently in place.  As per the bylaw, a rate increase became effective January 1, 2022 and another increase will become effective January 1, 2023.  The Bylaw will remain in place until such time that Council deems it necessary to adjust rates to ensure the waterworks system is self-sustaining.

Public notification of the rate increase will be given by way of information pamphlet distributed in the December 2021 water bills.   As billing is quarterly the impact of the second increase will  not be felt until early April 2022 when the first quarter bills are due.

The intent of the waterworks policy is to provide water and sewer services to residents that are affordable and self-sustaining.    The established rates allow for excess revenues above expenditures to be deposited in reserves.

WATERWORKS CAPITAL INVESTMENT STRATEGY

Due to the fiscal position and aging infrastructure of this small urban municipality, capital investment is a matter assessed periodically throughout the year.  Sustainable water and sewer services are only possible through an annual review of rates and the growth of the investment fund.  Safe drinking water is the priority of the municipality and this issue is addressed on a regular basis.  Ongoing replacement of capital items in a timely manner as opposed to a reactive strategy is this Council’s goal.  Limited financial resources impede progress to some extent however Council remains vigilant in ensuring continued progress in infrastructure replacement.  There is no demand for any expansion to the system and as such Council’s focus remains on sustaining the current infrastructure.  To date, updates have been accomplished through utilization of the general revenue fund; larger unanticipated upgrades will be financed through the reserve fund.  This places great importance on the continued growth of the water reserves. As per Schedule “B” to Bylaw 2021-04 an infrastructure fee has been in place which is to be added to the reserves on a ongoing basis to maintain a reserve account for and capital investment required for the waterworks.
